一、背景介紹 1).
Background 馬來西亞 CIDB 是馬來西亞建筑工業(yè)發(fā)展局，它是馬來西亞建筑行業(yè)的政府主管部門，負責建 筑行業(yè)的 資質(zhì)認證和監(jiān)管。CIDB（馬來西亞建筑行業(yè)發(fā)展管理局）作為馬來西亞建筑行業(yè)的政 府主管部門，在行業(yè)內(nèi)具有極高的權(quán)威性和影響力。除了負責施工單位的管理和工程驗收，CIDB 還承擔著建材鋼鐵產(chǎn)品質(zhì)量認證的重要職責。CIDB 為了確保建筑行業(yè)的質(zhì)量安全，所有需要強 制認證的建材和鋼鐵產(chǎn)品在進入馬來西亞市場前，必須取得 CIDB 頒發(fā)的符合標準證明書 (PPS) 以及入口許可證(COA) 。該證書的頒發(fā)基于對申請公司的綜合實力、在施項目、屬地員工占比 及專業(yè)持證率、政府規(guī)定專業(yè)課程結(jié)業(yè)率等進行全面評估。 Malaysia CIDB is the Malaysia Construction Industry Development Board, which is the government authority for the construction industry in Malaysia and is responsible for the qualification and regulation of the construction industry. In order to ensure the quality and safety of the construction industry, all building materials and steel products requiring compulsory certification must obtain the standard certificate of conformity (PPS) and entry permit (COA) issued by CIDB before entering the Malaysian market.The certificate is issued based on the comprehensive evaluation of the applicant company's comprehensive strength, projects in operation, the proportion of local employees and professional certificate holding rate, the completion rate of government-mandated professional courses.

遵守標準還可以減少馬來西亞劣質(zhì)建筑材料的傾銷。如果沒有國內(nèi)法律的控制，生產(chǎn)國可以在馬來西亞傾銷其廉價和低質(zhì)量的建筑材料。盡管馬來西亞有反傾銷法，但沒有法律框架來控制標準和監(jiān)控建筑材料的質(zhì)量。
目前，馬來西亞皇家海關根據(jù) 1967 年海關法通過 1998 年海關（禁止進口）令禁止進口不符合 CIDB 設定標準的建筑材料。但是，此規(guī)定不適用于本地生產(chǎn)的建筑材料。由于這兩個不同的標準，這項修正案對于防止馬來西亞通過對進口和本地商品提供不同的待遇來違反世界貿(mào)易組織 （WTO） 協(xié)議非常重要。
所有受第 520 號法案修正案監(jiān)管質(zhì)量的建筑材料均列于附表 4 中。任何人被發(fā)現(xiàn)使用附表4中規(guī)定的建筑材料，而沒有獲得CIDB的質(zhì)量認證，一經(jīng)定罪，可被處以不少于10,000令吉但不超過500,000令吉的罰款。

產(chǎn)品所對應的 HS 編碼的前 4 位或前 6 位在下表之中，則產(chǎn)品是在管控內(nèi)，則需要 CIDB 認證， 否則不需要做 CIDB 認證
